DMP public hearing runs into trouble water
ANINI, Oct 1: As Lower Dibang Valley district administration prepares to hold public hearing for Dibang Multipurpose Project (DMP) on October 24 in Roing, the second hearing to be held in New Anaya in Dibang Valley district fixed on October 28 is likely to meet resistance from the local organizations.
The Dam Affected Citizens Committee (DACC) and the panchayat leaders from the affected areas of middle Dibang Valley has decided to oppose the dam.
“The state government has failed to redress the demands of the project affected people. We have unanimously decided to oppose the execution of Dibang Multipurpose Project till the demands are fulfilled,” it said in a letter to Anini Deputy Commissioner.
The DACC had demanded 10% of the total revenue collected by the state exchequer from NHPC’s Dibang project to be used for developmental expenses of the project affected areas.
It had also demanded for a new administrative headquarter at the new resettlement site and other benefits like contractual works and job reservation in the category C and D.
Secretary of All Idu Mishmi Students Union (AIMSU) Rajiv Mihu adding his voice in opposition to dam said: “We will not let the public hearing to take place and the movement started by late AIMSU president Atombo Molo shall continue.”
The secretary said here on Tuesday in a meeting on Dibang dam called by the Anini district administration.
He said the information circulated in media by Roing administration on Maoist infiltrating Dibang Valley posing as ‘anti dam activists’ is an excuse to mobilize additional paramilitary forces to suppress the voice of people.
“It’s for the people to decide what this dam has in store for us. If it was for good of the people, the government would not have imposed it on us using the threat of military forces,” the secretary said. The Dibang Valley Students Union (DVSU) also coming out strongly against the dam demanded for cancellation of public hearing.
Anini unit of Idu Mishmi Cultural and Literary Society (IMCLS) also requested the administration for cancellation of public hearing as it felt the public needs systematic consultation on dams.
“Opinion cannot be generated in a day or month and people need time to understand. It is the NHPC who are in hurry and not the people.”
AITC seek Governor intervention
ITANAGAR, Oct 1: Expressing concern over the prevailing situation in the state, All India Trinamool Congress (AITC) Arunachal Pradesh has appealed the state Governor to intervene for stability and good governance.
The Governor should also recommend President’s Rule for improved law and order as well as betterment of common people if the situation so warranted, the AITC state unit said in a release today.
Chief minister of the state failed to deliver due to infighting within the ruling party. There is no development activities, effective administration, the AITC unit said and appealed the general people of the state think seriously for development and future of the state.
The AITC unit further said that in one hand a group of legislators has been camping in Delhi for last four months for change in leadership, on the other hand the CM is busy to save his chair. Pointing out the reported kidnapping incident of a minister, the party said the CM bungalow has become a centre of unwanted activities.
Taking a dig at AICC president Sonia Gandhi for allegedly keeping mum on the present state of affair, AITC said that she could not realize how the infighting in his ruling party is hampering the development process in the state.
The AITC unit appealed the elected representatives of the state to concentrate on development activities in their respective constituencies in greater interest of the people.
NCP seek action against absentee MLAs

If the Govt fails to produce work completion certificate within this financial period, the amount would return back to Centre which would be a great loss to the development of own state,” the NCP said. It requested the elected representatives to resolve differences and work for the state and its people.
Denouncing the claim of a minister that he was kidnapped recently, the Party said “we can very easily understand that minister and MLA can visit CM Bungalow any time to discuss any type of development matter”.
There is no question of kidnapping in open public place with lots of witnesses available. It simply states that Congress legislatures are making mockery of our strong and largest democracy in the world which hurts all of us.”
Regarding frequent bandh call, the party also said that bandh call is not a solution for any matter like that of corruption, rather it has become a tool of harassment for common public especially the daily poor wage earners. It also badly affects the education sector, business community and patients. The party appealed the young generation to take the path of other democratic means like hunger strike to represent their grievances. NGOs are meant for development and betterment, not to harass the common and innocent people, the party said and requested them to refrain from activities like bandh calls without any proper reason.

ITANAGAR, Oct 1: Arunachal Citizens’ Right (ACR), NEFA Indigenous Human Rights Organization (NIHRO) and the Women Power Connect (WPC): Arunachal Chapter, has expressed concern over the recent developments in the state, particularly in Itanagar, the seat of government and, in a way, throw straight questions at the present leadership in the government. “The AICC leaders would do well by intervening without waiting for the situation to worsen and do the necessary to provide stability to the state government even if they have to change the leadership, which, factually speaking, would be the best solution out” it added. Other matters within the party can subsequently be sorted out, the organizations went on to add.
“We are forced to express our extreme displeasure the way the state government is functioning at the moment under the leadership of Chief Minister Jarbom Gamlin and his close aides in the Cabinet. To say the least, Governance is at its lowest ebb, which is surprising as the government is being run by the Congress party with absolute majority” it said.

Governor hosts Lamas and Anis from Leh
ITANAGAR, Oct 1: Twenty Lamas, including thirteen Ani (Buddhist nun) from Skitmang Gompa, Leh in Ladakh region of Jammu and Kashmir called on the Governor General J.J. Singh and State First Lady Anupama Singh at Raj Bhavan today. The Governor welcomed them on behalf of people of the State and expressed his hope that the tour will be successful and fruitful.
Gen Singh opined that such visits will help the people from different parts of the country to know each other, their rich culture, dances and music and other traditions. While stating that it will also help in building cultural ties, former Chief of India Army appreciated the Army for arranging the tour for the Lamas and Anis.

Two sides of a coin
Dear Editor,
After reading the press release of 28th Sept. 2011, denying the kidnapping of a senior minister, by the Government spokesman, I was surprised and dumbfounded. Since he came into the state political scene, Setong Sena has always been regarded as one of the few honest and straight forward legislators of the state. So, it was shocking to read that he, as Government spokesperson, denied the kidnapping of a fellow Legislator and sitting Minister. Setong Sena rejected outright the allegations made by the APCC and termed it as “tailored, concocted and made with malicious intention to gain cheap popularity in the name of APCC.”
Arunachal is a small state and Itanagar, a small town. News travels fast. By 26th evening, the news was out on the streets that a Minister had been kidnapped at gunpoint and taken to CM’s official bungalow. Did Mr. Sena even bother to call up his fellow colleague to find out if the news was indeed true or for that matter if he was alright and no harm was done? On the contrary, he had the audacity to give a press release denying the whole incident.
The other thing which was not palatable was the allegation that APCC gave the press release regarding the kidnapping ‘to gain cheap popularity ‘. I fail to understand the stand or the logic behind it. I am not an admirer of APCC nor a member, and not just me but the entire state knows that 42 out of the 60 legislators in the state are from INC and the state Government is run by the INC party. So where does the question of APCC trying ‘to gain cheap popularity ‘arise from? Secondly, alleging the APCC spokesman of giving ‘ baseless’ and ‘ unfounded’ allegations was unfortunate or maybe it was thrust upon on the spokesman to do so, because it is not a new thing with the Government in the state .
In fact I must say that the APCC spokesman did his duty and did a better job than the Government spokesman by highlighting the incident to the people of the state.
The Government and its spokesman may argue on the basis of technical jargons like kidnapping, abduction, seizure, forceful lifting, illegal pursuance etc., but the fact of the matter is that, such an incident did take place. The least the Government and its spokesman could have done was to accept it gracefully and maybe shift the blame to somebody else as is the culture in Arunachal Pradesh which every citizen is aware of. At least the news reaching the people would have been the fact and that is the least we expect from our Government. With such a blatant lie by the Government and its spokesman, we will be forced not to believe in whatever else is said or released by the Government in the future.
Interestingly, APCC never blamed the Government for the incident but the Government did so the APCC, which is strange because they are two sides of the same coin. It is the heights of vagueness in any state that the government blames its own organization, that too in such a shocking and serious matter. I feel the present Government has failed in every front which is evident by the blame games and the security scenario in the state. Lastly, a request to the Government spokesman, to kindly maintains his stature and dignity as he is known and regarded for his upright nature.

The task of construction may be given to most experienced and national/international level construction agency keeping in view the safety and security of the patients. It has been observed that the multistoried administrative building (now using as OT, Indoor Patients Department etc.) constructed recently is defective. The huge building has already starts cracking. There are many cracks in the building though the building has been constructed recently.
As in relation to medical world, a saying is that ‘Prevention is better than cure’,
the authority is to take maximum care especially in the construction of buildings
for up coming State Hospital. Once the construction of building is completed, it
is neither easy to repair nor easy to demolish. Hence, extra precaution is to be

Kharsang need a bank
Dear Editor
On behalf of the conscious citizens of Kharsang, I would like to remind our Local MLA and ZPM that there is a great need for a rural bank in kharsang town. It has been felt by the general public that a bank is necessary for their daily transactions and work. This demand has been made by the people for many years now. As we all know Kharsang has now become a mini industrial area where the earning avenues have increased fairly well and much more than before. It is always not easy to go all the way to Miao SBI Branch for withdrawal especially during emergencies. Besides, the students who are studying outside the state face lots of problems when they don’t get money on time for their fees.
The main areas of transactions are related to agricultural, tea, timber and coal productions that are in kharsang circle. In view of these business transactions government of Arunachal Pradesh should provide us a Bank so that we can deposit our hard earned money. The immediate need for the bank is a must so that a poor man who earns by selling vegetables or other cash crops in the market can save their income. At the same time I would also like to make an appeal to the Tangsa Youth Association, Panchayat leaders, Gaon Buras and the general public to come forward and raise their voices for this genuine demand. Moreover, there are many genuine reasons as to why we need bank in the township of Kharsang.
Where are our elite groups, student unions, Tangsa Youth Association and elected representative? Where is your part in building the society? You had promised the innocent people of many things and assured them that you would help them to meet their aspirations during many occasions. But now it seems that you have forgotten everything. Where is your stand for the welfare of the society? I appeal to our elected representative to look into this genuine demand for setting up of a Bank along with ATM facilities. If you do so your contribution will never be forgotten.

Dear Editor,
I always thought of Arunachal Times as the premier newspaper of the state. Understandably, after Apang's regime fell, it was a little light in a long tunnel of darkness for ordinary citizens who through this newspaper got to know of the misdeeds of subsequent governments.
Lately though, it looks like this newspaper is looking the other way while the state capital slides into chaos. Where is the spirit of true journalism that made you different? Now, you are just another scared stooge to the present government who does not tolerate any 'No Men'.
At a time when 'Angry Citizen', 'Concerned Citizen' have to hide their true identity for fear of reprisal, it's a disappointment that you too have your tail between your legs.
All I can say to you is to find your voice and lets us all hear it.

People are not made for the laws
Dear Editor,
I strongly condemn the heinous crime of rape and murder of a young 14 year old local school girl of Vijoynagar by Assam Rifle personnel recently. This is the second incident of ruthless murder of local people committed by the so called "sentinels of the North East". There cannot be two kinds of law on the land.
Hence, full justice be meted out to the victim's family keeping in mind the case
of Dhananjoy Chatterjee for the murder (following a rape) of 14-
Secondly, I would like to respond to an allegation labeled by Chimoy Simai. He said
the area where Lisus dwell, the population of tiger is declining as compared to the
last 3-
Hence, the question remains that "how scientific and authentic the census is?". Also
we need to remember, two sides of Namdapha shares a vast area with unfenced-
1983 without any participation of the Lisus/Yobins in fact, shows the authoritarian, colonialist and imperialist attitude of the authorities. In 1917, even the British administration of Dibrugarh and North Lakhimpur recognized the presence of Lisus/Yobins in the area.
Today the locals (Lisus/Yobins) are marginalized and pushed far in the corner that the Park boundary almost touches the oldest village of the area, Gandhigram. The Field Director has suggested that the elite Lisu people should think for better future and cooperate with the Govt. Had the authorities were gracious enough to consider the participation of the local people during those important dates, at least we would not see this kind of unwanted confrontation today. Laws are made to suit the people's aspirations and their needs, people are not made for the laws. That's why our constitution is flexible in nature and amendable in practice.
Hence, for the betterment of both sides we cannot afford to have confrontation-

The Collaborative Partnership on Forests (CPF), comprising 14 international organisations and secretariats, including Food and Agricultural Organisation (FAO), issued its view on the relationship between ecotourism and forestry as the world celebrates the World Tourism Day and the International Year of Forests.
Tourism has demonstrated resiliency in the face of the global economic downturn. Globally, the tourism industry generated more than $1 trillion in 2010, according to the World Tourism Organisation (WTO). And the share of tourism in developing countries is steadily rising, up from 31% in 1990 to 47% in 2010.
